Our People

EPP has four directors, all of whom have considerable experience in the working of the statutory planning system from local government and private practice perspectives. They have a wealth of experience in appearing as expert witnesses at public inquiries and hearings into development plan matters, section 78 appeals and enforcement matters with excellent records of success.

All our planning staff are chartered town planners with substantial experience in planning matters; most have experience in both the private and public sectors.

The consultants are assisted by a professional support team, which deals with the administration and progress chasing of applications and appeals and by an administration team.

Denise R Emery BA Hons MRTPI

Denise is joint Managing Director with over 30 years post-graduation experience in local government and private practice. She has particular expertise in respect of matters relating to housing, care homes, hotel and leisure, Green Belt and enforcement.

Peter J Emery BA Hons MA MRTPI

Peter is joint Managing Director with over 30 years post-graduation experience in local government and private practice. He has considerable expertise in dealing with strategic and site specific housing land matters at the regional, development plan and development control levels. He also has substantial experience of undertaking retail impact assessments and dealing with employment land matters.

Alison J Freeman BA Hons MRTPI

Alison has over 30 years post-graduation experience in local government and private practice. She is an experienced general practitioner with particular knowledge of housing, listed buildings, conservation areas, hotel and leisure, commercial and enforcement matters.

Rawdon Gascoigne BA (Hons) MRTPI

Rawdon has experience of an extensive range of planning matters in locations across the country including Yorkshire, East Anglia, Essex and Derbyshire as well as the practice’s cove base in the North West of England and North Wales. Specialisms include the preparation of pre-application advice and reports incorporating development briefs, planning appraisals, preparation of planning application submissions, co-ordination of development teams of other professionals; liaising and negotiating with planning authorities, conflict resolution in relation to enforcement matters; representations at appeal including giving expert evidence at Public Inquiries and development plan Inquiries; and the assessment of development sites and their potential. Commercial, retail, tourism, leisure and conservation matters are also particular specialisms. Rawdon’s extensive experience in enforcement and conservation matters enables a constructive approach avoiding potential conflict in all planning matters but in particular when dealing with historic buildings and protected environments.
